On March 17, 2020, Hays County Judge Ruben Becerra signed an order limiting gatherings in Hays County. The restrictions begin at 2 a.m. March 18 through 5 p.m. May 14, 2020. This applies to the unincorporated area of Hays County. If a municipality already has an order that is at least as restrictive (e.g, San Marcos), then the municipality’s order controls that city (Section 4), otherwise the Municipality will follow the County Order. In summary, the order:

Prohibits community gatherings of ten (10) persons or more anywhere in Hays County.

Does NOT include restaurants, bars, and retail establishments, but, per the order, the Hays County Local Health Department “strongly recommends that owners and managers of those businesses disallow public access to areas where members of the public who did not arrive to that location together cannot be kept more than six feet (6′) apart and strongly recommends that owners and managers of those businesses implement plans and arrangements that will assist patrons in maintaining social distancing.”

The complete order is available here (PDF).
